Hello,
For mysql make sure you have the mysql connector installed (any version), aswell as the login information correctly set in the configuration --> servers --> mysql service.
(do note mysql has many aspects including strikt mode, and login depending on hostname or wildcard %)
Once their properly set it should create without issues.

When i create a mysql user from solidcp it create without a problem, the problem is only with databases
Alright, then are you creating db's with a specific (long) name or symbols like - in there?
i solve that, the problem was on my config file, but i have the same problem with MSSQL
no its not a long name but it has a prefix "3_" also the username has the prefix
Prefix shouldn't cause any issues normaly.
the database name your trying to create also confirmed not to exist in mysql etc?
as we never really had any issues with mysql or maria, on any of our servers i would suspect configurational values
