we have a customer who has a hosting space with exchange, so the domain already exists in the system.
We want to add another hosting space so that the customer can mange another system using that domain but the system returns
The message means that specified domain name already registered in the system database under different user account. May be you are trying to add a domain name that already added into some of your hosting spaces.
can this be disabled?

No this can't be disabled, it's also really not how SCP (DNP / WSP previousely) was designed.
If you have alot of servers / different resources (basically anything more then a single server) the "Virtual Server" should be used.
it will join alot of different servers/services together and allows you to manage them all from within 1 hosting plan and later on one space.
The whole system is not designed to have multiple times the same domain over multiple spaces, but rather 1 virtual server, 1 hosting plan, 1 space that has everything to do with that one domain in that space.
