Thats the IIS Settings page (Web Settings)
Assuming you have PHP Manager installed those settings can be ignored (legacy)
If you create a website --> Go to website properties --> It will list any and all PHP versions installed in PHP Manager.
If you configure the php manager default to be 7.2 for example it will set that as a default (ignoring the legacy settings).
