From that error i am fairly sure the Portal has an issue during update.
Can you re-do the upgrade there? (manually it's mainly just copying the files over existing)

I did a complete uninstall and reinstall and the result is the same error....
can you clear your browser cache (or use incognito mode) or do an iisreset?
