Yes it is, however SolidCP does require some knowledge on how to configure and setup a web server for shared hosting, unlike plesk it does not automatically preconfigure Windows and so on (we prefer to leave that up to the system administrator to configure it exactly how he/she wants it setup, and SolidCP able to simply roll with that configuration).
