Hi,
Whenever setting up a new hosted exchange tenant it does not create the UPN Suffix on the Domain Controllers....

Hello,
That is correct, it's created this way since wsp days.
It sets the upn under the user objects but it will not create the additional upn suffixes.
It was recently discussed to see if it would be better to add this functionality, but we have to first make sure AD DC's will not attempt to check ad dns functionality if you do (it will result to alot of not found issues).
