after creating a user successfully and setting there temp password the user cannot go into outlook web app and change it, it keeps indicating it does not meet requirements, i turned off password complexity already but still no go. please advise. I can change the password to anything within the solidcp platform but users cannot do it by themselves.

Password complexity in owa is controlled by Active Directory, so if you open up group policy management and set the complexity there it will pick up on things. (you can optionally disable it all together, but that might not be the smartest thing for inexperienced users).
Also note when you want people to be able to change passwords in OWA you must set owa to UPN login first (you do this in ecp –> servers –> virtual directories –> owa –> security tab )

I have tried the above answers but nothing works.. GPO is set and scope is properly set to include domain PCs.. etc.. please advise.. using solidcp 1.4.2 and windows servers 2016 for DC and exchange

If it works OK from within SolidCP, i assume it also works OK from within Active Directory, it means the issue is most likely from within OWA / Exchange in this case.
I personally am not sure what would cause OWA to not adhere to AD policies tho.
But that might be best asked on an exchange support forum.
