Alright,

1. I understand and agree, we actually did look into this already it however requires a heavy recode of source code (not a simple fix) to which a solution for this hasn't been made yet.
2. Actually IIS has a Default app pool setting option in the application pool settings. (it's on the right side in iis management --> application pools) this allows you to limit cpu / mem / etc by default for all app pools created.
