I have to change default document for every new website created. Where can I change in SolidCP I change default definitely?

You can change it at policies:
- Login as Serveradmin
- right bottom click "Policies"
- go to Web Policies
- Scroll down to the Default document section and make your changes here.
It's also recommended to look over other options in that section.

"Save" button does not work. Is there a bug on this page?

It most likely has marked some fields with a red * (required field) which is empty by default (password policy most likely) just fill in a 0 there and press save.
