Whenever i try to restart my server i get this error.
What can be the cause of this error. Where i am going wrong?

looks like a permission issue.
can you make sure that Web deploy is installed, and the SolidCP Server module has administrators group assigned?
If you make any changes please make sure to do an iisreset.

You need to check the user in computer management, verify it is a memmber of the group administrators and do an iisreset.
For domain deployments you need to look up the user in AD UC mmc
they are the part of Admin group. But error is still there
