It usually means resources have been selected in the hosting plan that are not properly configured.
for example: asp v1.1 while you only got 2.0 (3.5) and 4.0 (4.5+ )
or selected php / python / perl while you haven't installed/ configured it..
For more details you can check out serveradmin home --> Account menu --> Audit log. it should generally tell you where it fails.
If thats not enough then the servers Event Viewer should be able to help you with even more details.
