Can you confirm you have the file C:WebsitePanelServerbinLetsEncryptx64ssleay32.dll on your machine?
Please also make sure your running WACS as an admin.

We are also getting this error. We just upgraded from 1.4.4 to 1.4.6 and we can't install SSL certificates using SolidCP anymore. After pressing "Install certificate" it does come back with a success message but it didn't work.
If we manually run the wacs.exe file as Admin we still get the same error as MrBios above but it does work and we can request a certificate and it installs ok.
I had a look in the Event log and these errors appear when we use the Portal to request a SSL

After these errors it also lists these entries

Running in mode: Unattended
Then after 14 seconds it has
Authorization timed out
Create certificate failed: Authorization failed
I have double checked and we do have both the x86 and x64 folders which both contain the 2 DLLs in there.
