We would like to migrate Fully Migrate SCP along with all our clients etc... to a new Windows Server, the new server will be on a new IP Address and Hyper-V Will be installed there as well, however we want the same clients to take over control of their VMs over there using SCP, how to do that the proper way ?...

Hello,
To migrate SolidCP the easiest method is to do a fresh install on the new server and then move the database over along with the enterprise web.config.
For the change of IPs you could either try manually edit these in the database or assign and deassign the ips as needed.
With regards to the HyperV provider i would just move the complete HyperV server in SolidCP to the new IP.
