Windows Server 2012 is in a locked down environment where I move files up to the server via a secure ftp. The server does not have access to the Internet so the windows installer can't connect to the outside world for files. Can I install SolidCP for IIS on the server manually? I do have the manual-update.zip files on the server but have no clue what to do next?

It is possible to perform offline installation using manual zip file but it requires lots of manual configurations, users creation etc. Unless you have technical ability and complete understanding how SolidCP works, it will be difficult for you to setup it manually.
