The panel page loads correctly, but after login I get the following error:

Is your machine key generated and applied? (you could re-generate it via IIS Management).

Yes I have already regenerated the machine key several times with default settings for Enterprise, Portal and Server Site.
does the SessionValidationKey have to be changed in the web.config of the portal?
Currently I am using a German Windows Server 2016 installation and SQL Express 2016
I get the error if I use the Chrome Browser. Internet Explorer and Firefox does not display an error, only the login page is reloaded.
