I understand that the instructions say that the PS upgrade needs unc access to all servers. My question is what happens when it can not access a server via unc. My assumption is that all servers it can connect to are upgraded, the ones it cant contact are skipped? is this correct?

Hi,
That is correct. If it is unable to connect via UNC then they are not upgraded.
