am reformatting my win server 2012 r2 and reinstallaing the whole OS, but i dont want to loose SCP along with all SCP users, DBs and the association with WHMCS, what are the necessary steps ??... is there like an option to backup the whole SCP and restore it on the new OS ??...

Hello,
You will want to make a backup of the SolidCP database as this does store the information of the users along with the Crypto Key found in the enterprise web.config.
If the web server does host websites/DB etc you will need to backup and restore these up separately.

where to locate the database ??...

The database is in MSSQL (usually most easy found using MSSQL Management)
