I created a Reseller XYZ with limit of 35 databases of SQL 2017, He (Reseller) then created two hosting plans
one with limit of 1 database of SQL 2017 and assign to a customer#1
one with limit of 35 databases of SQL 2017 and assign to a customer#2
customer#1  created 1 of 1 SQL 2017 Database
and Customer#2 created 35 of 35 SQL 2017 databases
so total are 36 database created as you can see in above snapshot but Reseller has the limit of only 35 itself.
Please if it again a bug then please provide a temporary solution of it as you provide before.

In cPanel we set resource calculation on 'Allocation basis' OR 'Usage basis', how can we do resource calculation on 'Allocation basis' not on 'Usage basis'?

Currently this is the result of a global controller not seeing min and max values.
The bug is logged but is currently not yet fixed (and has been present since WSP 1.2 times).
Once the global controller is fixed your issue should be resolved automatically.
