I know this is a old thread, but I just wanted to know if there is a why to activate a Locked user using a API call?

@mojoekita You can use either the UpdateUser or UpdateUserTask calls as found in :9002/esUsers.asmx.
If you want to see a example you can at 
ortal/DesktopModules/SolidCP/PeersEditPeer.ascx.cs where it sets user.LoginStatusId.
