It appears that you have enabled hard quota however did not install the requirements on the server.
The server will need to have FSRM installed inorder for that to work (in windows features).

Install the FSRM and fix the problem, But I encountered another error:

Your best to try and create a user and hosting space directly in SolidCP first (as it appears your SolidCP isn’t fully setup / configured yet).
Other then that you can check in solidcp’s audit log or in windows event viewer for more information as to what issue it currently has.
