When I try to create a MySQL User, the text is forced to lowercase. Why is this and can this behaviour be changed?

To my knowledge this was made long ago to avoid errors and other complications in the mysql username.
Most of it is editable in the mysql policy however forced to lowercase isn't among the options in the mysql policy page.
