Ok, Can you tell me if you have FTP listed in the hosting plan if you try edit it in Account Menu -> Hosting Plans?

I went and looked at  Account Menu > Hosting Plans > My Server (takes me to Edit Hosting Plan)

I do not see it there at first, but then it appeared after a bit of back and forth.  I checked that checkbox to include it in the Hosting Plan, but the plan doesn't show the FTP option in the Account Home for the given hosting space when I view it as the admin.

Can you maybe try do Ctrl + F5 on the page to see if that helps?

When you load the space you should be able to select Space Statistics -> Edit space details (right hand side). Can you check you have "Use quotas defined on the Plan level" selected? If you have override you will need to manually add FTP on this screen.

Ah.. Yes. The "Use quotas defined on the Plan level" option is selected, and I also see an empty placeholder where FTP appears that it should be in the list of services. 

If I switch to "Override quotas on Space level" all options appear and I can see FTP there, unchecked.  I'm unable to check it to add it to the Space though. When I hover, I get the "not-allowed" mouse cursor.

On that page you should see Target Server: <ServerName>

If you go to Configuration -> Servers -> Does <ServerName> match the one which has FTP listed under it?
