I noticed this issue while i deleted a client VM today (as he was overdue on payment and no longer needs his VM) so i deleted his VM from SCP, and indeed it was, however i noticed his IP address was still reserved for him despite the deletion of his VM and that IP could NOT be used for any other VM, is it going to be reserve indefinitely ?? and why can't scp delete that IP and return to pool as soon as a VM is deleted and no longer needs the IP ??! any way to fix it or to have scp return IP to pool if the VM was deleted ??...

The IP is assigned to the user and then to the VM. If a VM is removed the IP is then set as unallocated in the clients pool (As you pictured).
You will then need to remove the allocation or remove the user.

Ok, but can't SCP use the same IP for another client since it's not in use by this client ?!? Can SCP remove the IP from his pool since its not in use no more ?...

That is correct once a IP is assigned to a user it cannot be assigned to a different one at the same time (to prevent a duplicate IP).
SolidCP doesn't remove the IP from the pool but you can manually remove the allocation. I do also believe that if you was to remove the hosting space it should also add the IP to the pool.
