Dear Trevor,
I have checked the user: SCPServer's permissions on the directory C:UsersSCPServerAppDataLocalTemp.
Currently SCPServer is set Full Control
But it still does not work

Hey,
Can you also try check for the SQL Server service user? For SQLExpress it would be NT ServiceMSSQL$SQLEXPRESS
