If you move database (without moving user) you will need to either re-create the login or use the login created by the SolidCP Enterprise installation and assign it to the database you attached in server b.

Please note the manual at https://solidcp.com/kb/installation/migrate-websitepanel-solidcp/ is how to upgrade your WebsitePanel to SolidCP. It does not contain any details if you wanted to change servers.

From your error it looks like you copied the system databases. You will need to just copy your WebsitePanel databases to the new server and not the master etc.
