Thats correct you can download it at http://installer.solidcp.com/Files/stable/SolidCP-EnterpriseServer-Update.zip.
It is safe to run over a live DB but as always we do recommend a backup is taken.

update_db.sql in the new file is dated 01/05/2019, is that correct?

It should show today's date. If you load http://installer.solidcp.com/Files/stable/ does it show modified today? Depending on your location it could still be replicating the files to the mirrors.
If that's the case please check http://nl.installer.solidcp.com/Files/stable/ and if you could provide the IP when trying to ping installer.solidcp.com that would be great.

The ZIP is dated today, the update_db.sql inside it isn't.
