I'm getting this same issue. However its isolated to internet explorer. Firefox and Chrome do not have this issue present.
I get this same issue regardless of user, I can be logged in as a user or admin and it still generates the issue.

Hello,
We are aware of a bug in IE which causes some pages to not work correctly.
